Not a historical atlas, but a current one. You know what I found? I doubt you will find a printed atlas more. Thomas Cook still has international times, and with that comes maps. You can also find a lot of information online. Wikipedia has a map 'train' for most or all countries-wikipedia just google the name of the country and rail maps and mostly comes up. This site has something for passenger railways of the countries, like USA: Click on the country name and see if the country has a page. Often, only show the "how to get from the UK 'maps.
